Remove Built in AI tech priorities & categorizations #122

The hardcoded features of the AI are too much to work through. So time to work around them.

If I rename every tech in the game (say adding a _2) then all of the built in code should be negated (the techs no longer exist), and I can re-prioritize them as I wish. ALL instances of tech names need to be changed.

Certain techs will probably have to be left alone. Anything with a hard-coded bonus. Probable examples:
