Its too easy and quick to make colonizing planets fast and easy. I think the best strategy is to move the biome colonizer to a late game technology to speed up colonizing the rest of the galaxy (should you so choose).

Options:

Make it a DN section somehow?
Unlock it after DN tech?
Increase construction cost tremendously?
Unlock it only in antimatter era?
Add in some additional prerequistes?
Make it extremely expensive, but still available early on?

I'm leaning towards antimatter requirement.

I could "try" simply plugging it in as a DN mission section, and see how that goes? (probably look weird as hell) Could try specifying explicit command/engine section(s) Does that accomplish anything though?
