It seems to me that deflectors are quite powerful compared to shields.

[ ] Shields Mk1 as a guaranteed tech (but maybe with a prerequisite? Maybe guaranteed at fusion? optional earlier)
[ ] Deflectors Branch off Shields MK1 & MK2
[ ] Disruptor Shields branch off Shields MK1 & MK2
[ ] Shields MK2 requires fusion era
[ ] Maybe add a new root tech in shield tree with a regular + modifier with a name that suggests the physics behind shields?

Tarka should have slightly higher chance for shields (lore wise)
