Tidal Cycles Menu

Set up a menu for managing the current Tidal instance. This menu will extend the current Tidal version indicator in the footer toolbar.

• [X] Implement basic menu interaction (click/keyboard nav)
• [X] Get focus working correctly
• [x] Attach correct ARIA labels
• [X] Implement Tidal restart behavior
