Still doesn't align perfectly in JLCPCB's viewer somehow, but at least the rotation is correct.

Thanks! Yeah that seems to be the case for many of their more complex footprints (connectors and also things like the ESP32 modules), but they seem to work still. I guess their engineers are manually re-aligning them. I actually just had a board come back with both this Type C connector and an ESP32 module.
