Organize notes about the data capturing of tax rates #13

@victoramoureux and I have made country-year level notes on decisions we made when capturing tax rates from the OECD Taxing Wages series. We should organize these notes into the repo so they are easily readable. My notes are currently stored in a csv file. And @victoramoureux are stored in .doc file. I think the easiest will be to move the notes into a single markdown file that is in the same folder as the csv files for data capturing.

And we also need to ensure that the data capturing stored in the repo is the latest version. The csv files I added need to be updated with @victoramoureux corrections.
