Incorrect LGAs in Vic #35

Firstly - thank you so much for this!

I've noticed some incorrect LGA for Victoria The following are incorrectly marked neighbouring LGAs rather than Frankston:

6640 | 3198 | SEAFORD
6641 | 3199 | FRANKSTON
6642 | 3199 | FRANKSTON EAST
6643 | 3199 | FRANKSTON HEIGHTS
6644 | 3199 | FRANKSTON SOUTH
6645 | 3199 | KARINGAL
6649 | 3201 CARRUM DOWNS
8573 | 3910 | LANGWARRIN
8575 | 3911 | LANGWARRIN SOUTH
21015 | 3977 | SANDHURST
8466 | 3977 | SKYE
