updated packet formats for Oregon Scientific WMR100N #86

Two things:

  1. It wasn't clear to me what the correct value is for battery. Is a "good" battery one with value 0, or 1? I've seen both in the code base.
  2. On-the-fly conversions don't always check for value None.
