We need to talk about that. Getting Kovan eth is difficult for non developers, which means that issuers looking to test the dApp on test net won't be able to do it without significant help, unless we send them Kovan ETH when they sign up, which in turn could be breaking Kovan's term and conditions (not sure about the last part. Need. To check).
