Changed in this pull request:
Added phrase "uhrzeit" for the keyword "time" in the german language, so otto knows what to do when you say "uhrzeit"
Improved docs for language
Added how 2 change, because I think this may be one of the first things a user might want to change
Added a notice in
assistant/settings.py
that at the moment only en-US and de-DE are available (using others result in a crash currently)
