Uses the toml crate. This closes #16

I initially thought we should still support YAML (while making TOML default), but I changed my mind because of:

Additional configuration, which is sort of unpopular right now.
More dependencies = larger binary
Increased complexity
Escaping quotes in TOML > remembering countless ways to make block scalars in YAML
