-sumup- does a few bys which rearrange the dataset. It's common practice for commands that report tables or run regressions not to change the dataset, so I feel it's a bug (I was surprised after a sumup when I couldn't create timeseries vars).
A simple fix would be to add the sortpreserve option when declaring the program.
