change user level of participant #358

What steps will reproduce the problem?
1.Admin>Admin Dashboard>Total Participates
2.click "change participates user level"
3.

What is the expected output? What do you see instead?
Update User Level For:  participant selected but it lists a different 
participate.

What version of the product are you using? On what operating system?
BCOE&M 1.3.0.2
