Allows multiple beers to be awarded first place #414

We accidentally entered two beers as first place in their flight, and the 
system did not reject this or post a warning, and both beers ended up on the 
BOS table. (Luckily we caught this while setting up for BOS, they didn't 
actually get judged or awarded a BOS place).

The attached file has scripting that will prevent the user from inputting 
duplicate places for different entries via the drop-down menus. Upload to the 
[root]/admin/ directory.
