Staff table not archived and reset upon competition archive #435

What steps will reproduce the problem?
1.Populate a new competition with participants.
2.Assign participants as stewards and judges.
3.Archive the competition
4.In the new competition, add new participants.

What is the expected output? What do you see instead?
A new round of the competition should reset staff assignments. Instead 
participants are being assigned roles based on the previous competition and 
participants.

What version of the product are you using? On what operating system?
1.3.0.4

Please provide any additional information below.
'Staff' table is not being archived or truncated in the archive process, 
resulting in corrupted judging and steward assignments in the next use of the 
competition (old data).

The next release will archive the staff table as well.
