Enhancement: Judge Assignment grid #442

Would like to see a single page judge-to-table assignment grid, per round, with 
tables across the top (columns), and judges down the left hand side (rows). 
Grid squares would be populated by radio buttons that assign the judge to a 
table. Grid squares would be colored by judge conflict/preferences currently 
used in per-table assignments. Conflicted radio buttons would be disabled.

This would allow for one place to see how all of a judges fit into a round in 
one high level view, and allow the user to know what a judge's preferences and 
conflicts are when moving them from one table to another. 

Leading up to our last competition, i found myself doing this in excel first, 
and then translating that info to the table assignments.
