I believe this would fix the issue I mentioned in Gutenberg, feel free to close it if it's actually incorrect.

I do believe that this is the right change. The next version this could be in is 2.0. I think I want to work on language support before releasing 2.0 because there may be some minor breaking changes involved with getting that to work nicely.
