Run GitLab on personal-k8s-cluster #6

Issue I'd like to host my own personal GitLab server via my personal-k8s-cluster.

Implementation TBD.

Definition of Done

[ ] I have a Gitlab instance running on my personal-k8s-cluster, which is accessible from the public internet.
[ ] I have defined an SLO/error budget and set up monitoring/alerting around it.
[ ] I have some form of backup strategy configured.
[ ] I have hosted at least one of my hosted Gitlab projects on my personal Gitlab instance, and have documented a plan for migrating the rest.
[ ] Write a blog post.
