Setup Second IRR Task #13

After resolving the disagreements with Sapna, I will send you a new dataset to create a second task for establishing IRR. For now, please check that the database I pushed to the repository works on your machine's version of collabortweet. You should see only one task, two users, and you should be able to see how I cleaned up the various tables. Does it cause any problems in the collabortweet tool (i.e., switching database like this)?
