Custom Formats

What steps will reproduce the problem?

Please provide any additional information below.
It would be great if you allowed users to create their own formats.  For 
example they could set all 
of the video and audio settings they want and then save it with a user 
customized name.  And 
make it so that the customized format would survive upgrades and reinstalls.

It's there but undocumented..
