Fix download of windows server cumulative update #136

This is what likely affected mine working correctly, however, I'm about finished with a workaround, that I'll publish in a few minutes that should fix things.

Hey - i haven't tested against an ASDK, but if you want to test a deployment, run the AzSPoc.ps1 with the -branch parameter, and use the 'March2021' branch
