Spiceweasel should sync with ChefDK versions #74

Still want Ruby 1.9.3 support, but having the deps the same as those in ChefDK will be worthwhile.

@baryonicdm I haven't been actively working on it lately, but I do plan to include it in this branch: https://github.com/mattray/spiceweasel/tree/2.8
