feat: add dotnet wrapper #12

Includes a wrapper for .NET targeting netstandard. A build and package pipeline is included that bundles static libraries for all platforms inside the nuget package. Unit tests and runners for mobile.

@tmarkovski cool happy to push the resolution of the remain items around CI into a seperate PR. Thoughts on putting this folder under ./wrappers/ so we don't have all the language wrappers in the root of the repo?

We will address the documentation and build pipeline in a seperate PR
