Updated section on "Creating a JWM" #15

Because the regeneration of the txt file shifts everything across page boundaries I would recommend reviewing the xml file

This is close. LGTM. Only additional response I had was adding the normative statement and then additional detail being described in the additional section.

At the moment I can't figure out a way to fit this statement in, shall we open another issue to keep the question open whether we need to go as far as a normative statement for this?
