Map continues to move while in pan mode #125

What steps will reproduce the problem?
1. Start simulator, set a high ground speed (like 600 knots)
2. Pan the map

Expected: Map stays stationary at panned-to position, despite the location 
changing.

Actual: Map continues to move as location changes.
