Include tower call name in airport data #136

I believe the tower call name is missing from our data. For example, KBFL shows 
as "Meadows Field" on the tapcard, but when communicating with the tower on the 
radio, you should call "Bakersfield Tower".  Here's the Airport Communications 
section for the airport from this page (NFDC login may be required to view the 
link)

Do we already have the "BAKERSFIELD" call name in our database? If not, we 
should get it and also turn the name into mixed case so it displays well.
