Mimic current ratings/rankings process and display for NIRA.

Steps:

Create dataset of scores.
- Currently no central score repository. I've reached out to NIRA without word. May need to dig through individual team sites and rugbybreakdown
Update code to create separate ratings
Update code to display new ratings/rankings

Matt reached out to NIRA, didn't hear back. We can target downtime in early summer to gather scores and create this.
