openram config mess #28

openram support is spread across

[x] hard coded in config.tcl (blackbox, obstruction)
[x] relies on PDK install
[x] extra modules specced in projects.yaml, but that don't have an info.yaml
[x] manually added to macro.cfg
[x] project.py does the cloning of openram support

config.tcl is included even without --openram flag

could openram module be put in a separate repo and then all the openram support stuff can get treated the same way?

do we need to introduce the idea of an 'always active' project type? and use info.yaml in the support projects to define things like obs layers / module names etc?
