All modules need for a user to be signed in unless viewing the Job Board.

Job Board needs to be flexible to show actions for logged in users.

Also customers need to be able to sign in using their Reg and a Code.

Security has been upgraded. Using Auth.php to control which modules, 
controllers and actions users don't need restrictions to.

All other requests require authentication. ACL to be added to control what 
users have access / visibility to.
