fix(docs): contributing test command
feat(git): ignore local .steel folder
feat(ci): update github actions
- use dtolnay/rust-toolchain for rust toolchain instead of archived actions-rs/toolchain
- lint code using clippy (ignores warnings for now)
- lint docs
chore: fix clippy-reported errors

Thanks for this! Changes look good - although the clippy lint is failing. Did you want to address that here? Or override and I can pick it up in my open PR?
