Support chat colour/formatting support (CTCP) #51

\u0002 - bold \u001F - underline \u0016 - italic \u000F - cease further formatting. Example: \u0002this is bold\u000F, bold formatting stopped this is bold, bold formatting stopped

\u0003 - start colour followed by x or x,y x and y being colour codes. left pad with 0:

0 White 8 Yellow
1 Black 9 Green
2 Dark blue 10 Teal
3 Dark green 11 Cyan
4 Red 12 Blue
5 Brown 13 Magenta
6 Purple 14 Dark gray
7 Olive 15 Light gray

Example: \u000302hello there\u000F This displays hello there in dark blue
