Focus on Select Element no display the background color in the hole element in ie6, #384

What steps will reproduce the problem?
1.create a select element 
2. put the css, select:focus  {background-color:yellow; } 

What is the expected output? What do you see instead?
all elements should be yellow

What version of the product are you using? On what operating system?
ie9.js, windows xp, ie6 

Please provide any additional information below.
