Report Tax Lot Changes #1

@yfriedmandoitt recommends that we report tax lot edits to help reviewers make decisions. For example, when reviewing a building BBL that matches a neighboring empty tax lot, it would be helpful to know if an original tax lot was split at that location, and the date of the split.

This info should be in the taxmap "digital alteration book." We will explore the best way to report this info to reviewers.

@yfriedmandoitt suggests substituting the "lot action" single letters in bbl-dab-history.csv with their full legal values.
