switch to DTM daily tax lot service in web mercator #19

This tax lot service is no longer being updated and will be deleted

The Dept of Finance updates this tax lot service every day. Unlike the previous service it is projected to spatial reference id 3857 (web mercator).

The new service will need to be imported and projected to spatial reference 2263 to remain compatible with the SQL under src/
