We shouldn't have to manually review buildings that are outside of the city limits.

We shouldn't even add these to https://github.com/mattyschell/geodatabase-buildings-bbl-qa/blob/main/bbl-qa.csv they should always be ignored by the process and never enter manual review.

Buildings on easements and other real NYC land will still require manual review.
