Script migration of data that is not registered with the geodatabase #21

These tables from the README should not be migrated with ESRI software. They are not registered with the geodatabase on the source. Migrating them to the target with arcpy creates several open issues in this repo.

Let's close the other issues and resolve them under this single issue.

(edited to remove %_label tables that exist only for the web application)
