What is the update cadence for the spatial reference data? #4

Can we drop management of this data from this repository? Who currently maintains these feature layers and how frequently are they updated?

Instead of thinking of these as (potentially stale) layers that should be migrated from the legacy database would it be better to plan a refresh strategy from current authoritative sources?

Dept of Finance agrees with this plan.

If we decide to add any of these to the migration simply drop them in to src/py/resources/featureclasses.
