The network test (test-network.fmw) expects a pre-existing file to read from an FTP Server. But this dummy file can disappear for any number of reasons, including when someone else thinks it looks like a dummy and deletes it. There may also be periodic cleanups on the FTP server for all we know.
The tests should be rewritten to bootstrap themselves by posting the file.
