Fix timer plugin functionality #20

This plugin connected to PCMS server (somehow) and displayed current
contest time in chat window (right where the connection status is now).

It worked only for administrator users (don't know why, but I guess this
was wrong).

I don't know how exactly it worked - it's better to ask Matvey about that.
But I guess the feature is quite useful and it deserves to be
fixed/reimplemented.

Looks like pcms was configured to dump clock.xml file to server dir 
periodically, the
server just read and broadcast it to users.

Maybe. But if I'm not mistaken the timer ticked every second anyway.

But maybe this was not the best solution - maybe it's easier to make chat 
clients to
connect directly to PCMS server (as guest/guest) and take the time?
