flatpak install --bundle /home/joshuarobison/Downloads/inkscape-0.92.1-3.flatpak 
Required runtime for org.inkscape.Inkscape/x86_64/master (org.gnome.Platform/x86_64/3.24) is not installed, searching...
The required runtime org.gnome.Platform/x86_64/3.24 was not found in a configured remote.
error: The Application org.inkscape.Inkscape/x86_64/master requires the runtime org.gnome.Platform/x86_64/3.24 which is not installed

The message is pretty clear, that you have to install the GNOME runtime first before proceeding to install the bundle.
