Mockingboard voice plays after coming out of menu after rebooting from dsk that uses MB

Mockingboard can use an overhaul in general. It definitely does not work properly with save/restore and turning it on/off from the Android settings menu.

@jvernet writes that the audio output is not as expected.

There are also significant codepaths in Mockingboard that are disabled. Likely we will need to check other emulator projects (e.g., AppleWin) to see if any iteration/bugfixes on Mockingboard have been performed since our fork and integrate any changes.

This still appears to be happening in the Desktop Linux build. It does not happen in the official Android build.

Steps to repro:

Load NSCT.dsk and boot until it starts playing
F1 menu and select new disk image (blank1.dsk)
F10 menu and reboot
When fully booted, F10 menu and then ESC will briefly play the last Mockingboard samples

Fixed in latest Android release and master/develop branches
