Bug

SimulateProfileBased > FewAgentsHighRedundancy (Coalition) test fails with InvalidOperationException: Sequence contains no matching element in step 70.

Reproduce

Run SimulateProfileBased > FewAgentsHighRedundancy (Coalition) test with seed 691400781. Discovered on commit ca4f9685.

Cannot reproduce: No longer encountered on commit 0571153b with the mentioned seed.
