Coalition algorithm fails because dead agents are not surrounded in TFR #42

Bug

SimulateProfileBased > FewAgentsHighRedundancy (Coalition) test fails with NullReferenceException. Previously, an assertion fails with message Dead agents should be surrounded in TFR.

Reproduce

Occurs with the following seeds:

[ ] 629088343 : Step 650
[ ] 666334890 : Step 794
[ ] 686078437 : Step 465
