While having fast allocate multiplier is alright, dump perk still works on a level-by-level basis. That has to be fixed.

Ideally a sublinear spending strategy is implemented.

That applies to spending round 2 as well.

Welly welly welly welly well at ~10Ud max fallback starts seeing rounding errors again, so I'm making it toggleable.
