5 as developer i need the workflows will have the correct permissions to that i can use it in a organization #6

Description

Add specific permissions to labeling and versioning workflows.

The labeling has a bug with permissions when it tries to execute the verify action. This doesn't send the corresponding review. I already upload an issue to resolve this.

It seems in this repo; the bug does not happen. Only occur when the repository belongs to an organization.
