set sequential execution of workflows

Is your feature request related to a problem? Please describe. Workflow some problems to manage the resource when its running same time.

Describe the solution you'd like I propose improve of the workflow with two actions:

• [ ] Remove dev-test
• [ ] Run codeql analysis only later prod-test return successful.

Describe alternatives you've considered

• Fusion codeql analysis with prod-test like a step more.
• Study the use of environments to simplify loads of resources.

Additional context In Merge pull request #51 the prod-test fail to upload coverage to codecov

Error: There was an error fetching the storage URL during POST: 503 - no healthy upstream

I believe because a some kind of limit in resouces used.
