This series basically make the plugin usable as a downloadable artifact for the new plugin installer at https://github.com/OpenCPN/OpenCPN/pull/1457. It does not affect the current package generation (knock, knock...)

A more robust handling of the plugin API, notably on windows.
Generation of XML metadata and an installable tarball.
ci scripts which builds when committed and also optionally deploys artifacts to cloudsmith.io.
