build: Change version syntax (OpenCPN#1460). #58

The current versioning scheme based on traditional linux packaging is major.minor.patch-release. However, this clashes with semantic versioning which uses the hyphen prefix for the pre-release part. Change to the major.minor.patch.release scheme as of OpenCPN/OpenCPN#1460
