ci: Drop travis builders and github deployments.

This basically implements the strategies of #94 and #71 by:

Deploying both manual packages and installer tarballs from circleci (debian, flatpak, mingw, macos).
Deploying everything to cloudsmith, dropping the github deployments.
Dropping the travis builds completely.

The windows builds are built on appveyor and deployed to cloudsmith.

For some reason the circleci builders here only builds flatpak. On my fork, same code builds flatpak, debian, macos and mingw as can be seen on https://circleci.com/gh/leamas/squiddio_pi and, last commit, on https://github.com/leamas/squiddio_pi/commits/master.

There is something in the circleci setup here which differs, I guess.
