Check whether pip is installed & Disable CLI output in quiet mode

Description

What will it do?

• It checks whether pip is installed. If not, it asks the user to install it automatically.
• It disables console logs in the quiet mode

Hi @fourth-idiot, please separate your changes to different PRs next time. Here are my comments on your changes:

• "Check whether pip is installed": I have already made a local fix for this, just it's still in review. Your changes did give me some ideas for improving the code though, so I will add you as a co-author
• "Disable CLI output in quiet mode": In #1230, I didn't say I wanted to disable the CLI with --quiet flag, I want a different flag for it (--no-output maybe?), and I have also started working on this locally already so you don't have to work on it anymore
